Move construction of DAR files outside of dazl's test suite and into the Makefile.
This is in preparation for finally addressing #75 ; this is an incremental step in removing code in
dazlthat would help calldamlcand thesandbox, themselves legacy code from much older versions of the DA SDK (even predating the DAML SDK).
