We need more logs, and logging to stdout

When running tasks, we get some error logs from exceptions, but it would be good to have more logs that document the process as it goes. Things like

INFO: datetime: starting tile REGION/TILEID/YEAR/WHATEVER

INFO: datetime: finished doing some shenanigans

...

I know there's logs to a file, but for running these things, we really need visible logs in Argo.

I want to emphasise that current logs are inadequate for getting live information on running tasks.

I'm pretty sure this task was skipped because the data exists, for example, but can't tell...
