I think a typical help button that you see on many websites would help teachers that do not understand how to use the site and already feel pressured to make sure everything works correctly.
One idea would be that the button includes a description such as
You can email the people arranging the summer school at ...
If you have a technical question, you are welcome to submit your inquiry in the form below or by emailing us at ...
We will get back to you as soon as possible.
If you are not able to upload your letter, please send it to ... with the subject headline ...
It is still possible to submit the recommendation letter after deadline.
Perhaps some of this information can be displayed directly instead of after having pressed the help button. We might also want to add the ability to see if a recommendation letter has been sent in after deadline - to make sure that it gets reviewed.
