Command line parameters for 'sorcha-outputs create-sqlite' not intuitive

When running 'sorcha-outputs create-sqlite' it is not clear what the -f flag should be, as both inputs and stem are also parameters.

Like for #1020 , the help prompt also states 'sorcha-config' instead of 'sorcha-outputs' when the 'create-sqlite' attribute is used.
