[BUG] unable to disable backpacks in the config

Describe the bug
i cant disable any backpacks in the config, if i comment out the backpack.
it shows up in the workbench and can be crafter for free without materials

To Reproduce
Steps to reproduce the behavior:

1. Go to '/plugins/BackpacksRemastered/config.yml'
2. comment out backpack
3. stop and start server
4. go to minecraft and to a workbench
5. the backpack is available to craft for free

Expected behavior
the backpack should not appear at all

You're supposed to use permissions to disable backpacks. backpacks.craft.* However, commenting out is on my todo list so I'll leave this open.
