Proposals for version 3.x.y - features, improvents, breaking changes

My proposals for version 3.x.y

1. Adding optional support for open tracing (jeager support for the beginning). It could help with errors investigations.
2. Adding more information on the adcsrequest object (state of certificate from adcs)
3. Adding support for max recurrent reconcitiations (now only one is used, default kubebuilder configuration)
4. Polishing operator logs. (different log levels will be supported)
5. Repository refactoring. Once upon a time it was manually modified from kubebuilder 2.x version. Now there are problems with adding new functionalities.
6. Changing group adcs.certmanager.csf.nokia.com to adcs.cert-manager.io
7. Helm chart changes for above points.
