It should be possible to configure an admin room MXID. The room should have the following features:

The bot posts errors into the room. I.e. NINA API events which could not be handled.
In the room, moderation-level members have a command for posting announcements. Those announcements will in turn be posted in every room that MINA is a member of.

There is now an admin room, but apart from the startup message, nothing is logged there currently.
