[CI] Move all Dask/MacOS tests from Travis CI to GitHub Actions #6597

We recently saw Dask tests time out on Travis CI, only for the MacOS platform. We should move all Dask tests running on MacOS from Travis CI to GitHub Actions, as GitHub Actions appears to offer more capacity.

We still want to leave some basic tests on Travis CI, because Travis CI is building a binary wheel that's compatible with MacOS Mojave.

Are you aware of the recent Travis changes in billing system and the end of migration .org->.com on 31 December 2020?

@StrikerRUS Yes. We have a paid plan at Travis CI.

Ah, I see. I thought you are on a free plan because links in PR checks lead to .org site. Sorry for the false alarm!
