FIRST YOU MUST FOLLOW: Creating a New Library Package and Schematic Library

Do that first. Remember to stop once you get to "creating a New Schematic Component".

When you get to "Using the PCB Component Wizard", skip ahead to Using the IPC® Compliant Footprint Wizard.

Note that while the IPC® Compliant Footprint Wizard is really great if you're making something like a TSOP-type deal (a memory chip for instance), it can't help you with footprints for oscillators or crystals or buttons. Although anything with less than 10 pads isn't really a hassle to design manually.
