Feature: Add prometheus metrics to consistency enforcement

Feature Description

In addition to Rucio Con Mon we should have some prometheus metrics in the consistency enforcement as well so we can see that it is working.

Since the consistency enforcement is not a daemon which runs consistently, it should use the push gateway in the same way the Rucio PrometheusPusher class does

Use Case

This would have helped us now during the time when the rucio con mon was down, etc.
