WSL2 Error for Docker Desktop on Azure Windows VM -WSL2 is not supported

Description

I created a VM in Azure --Intel(R) Xeon(R) Platinum 8272CL CPU @ 2.60GHz 2.59 GHz. After installing Docker Desktop I get the WSL2 error. It says enable virtualization in bIOS but there is no way to do that on a VM. Please help
"WSL2 is not supported with your current machine configuration" after enabling Hyper-V, Virtual Machine Platform, Windows Subsystem for Linux, Hypervisor Platform and virtualization in up-to-date bios. #9652

Start Docker Desktop on Windows. Get the error message.
