Broken links to Handbook (redirect table)

All the old links to the Handbook are broken because they were not included in the redirect table (they were in a separate tab that did not get checked before launch).

Jonathan needs to process the data in the tab so that @ilittle-cnri can add to redirect table

As a temporary workaround until the redirect spreadsheet is updated, the deployed servers are now redirecting all paths that start with /doi_handbook to https://www.doi.org/the-identifier/resources/handbook/.
