Checklist needs to spell out version compatibility

The checklist needs to reiterate that you perform the same version migrations in all environments (e.g. dev/test/stage/prod).

You don't want to be upgrading to a new version, and then after not doing a checklist find out a version you selected for one non-prod environment is not valid in production.
