Could you add a permissive license?

Right now, this repo (and all of the other @dojo4 repos that I can tell) doesn't have a license attached to it, specifically. This means that the work is not actually in the public domain. As these are documents, I would suggest adding a creative commons license. I think that the CC-SA 4.0 Unported license would work best for you, but a more restrictive license (CC-BY-SA 4.0) might also work.
