Description of problem

When I need to update gradually from one version to the next particularly if i have missed many updates, i may not be able to select the version i need to update to specifically instead of the latest version hence i might miss some migration regression fixes

How reproducible

Upgrade from 0.24 to 0.30 will miss a critical 0.29 fix for DOKKU_SCALE
