Cloud always references generated list page even if an explicit tag page exists #21

I got the behavior I expected in older versions of cloud, where when I clicked on a tag in the cloud it would take me to a custom tag page (:tag in my wiki). This still happens when I click on a tag at the bottom of the page or in a pagelist, but not for the cloud. Cloud used to generate an anchor that pointed directly to the tag page (if it existed) but now it always generates e.g
<a href="/bias?do=showtag&amp;tag=bias" ...>
for the "bias" tag. It seems a bit random that it's referencing the base URL "/bias" which doesn't even exist, though that doesn't seem to do any harm.

I have overridden the CSS to center the cloud, but I don't see how that could have any effect on what HTML gets generated.
