feature | support the normalize config parameter

Feature Request

Add an optional global configuration normalize (boolean) to the root of the statefile. This would be a sibling configuration to the global compatibility parameter.

Use case for schema-registry-gitops

It would allow us to further consolidate our configuration of schema registry in a single definition rather than managing the /config PUT somewhere else and then coming back to this tool.
