No dev-certs reference

Why is there no reference for the dev-certs command?

dev-certs is documented in the Additional tools section of the Table of Contents -- https://docs.microsoft.com/dotnet/core/additional-tools/self-signed-certificates-guide -- we can add reference documentation for the tool's options in that article, similar to what is done for the dotnet uninstall tool. cc @plooploops

On further investigation, it looks to me like dev-certs should be documented in the ASP.NET Core doc set, as this command is specific to ASP.NET Core. We should consider moving the Self-signed-certificates guide to the ASP.NET Core doc set too, alongside Enforce SSL
