Add some tests for ITicketStore for CookieAuth

Do I understand correctly that this is about adding tests to CookieTests for how CookieAuthenticationHandler interacts with the ITicketStore from CookieAuthenticationOptions?

Yup exactly that, test coverage for all the scenarios where ticket store is used
