customers have reported missing signing certificates on their dnceng/internal pipelines since last Tuesday. the main conversation has been in the https://teams.microsoft.com/l/message/19:[email protected]/1734472576470?tenantId=72f988bf-86f1-41af-91ab-2d7cd011db47&groupId=4d73664c-9f2f-450d-82a5-c2f02756606d&parentMessageId=1734472576470&teamName=.NET%20Core%20Eng%20Services%20Partners&channelName=First%20Responders&createdTime=1734472576470 First Responders thread.

we have a workaround in place (thanks @trevors20❗) but do not know much except

the machines appear to have neither the current signing cert nor its predecessor, but the one before that
the provisioning script looking looks normal
the provisioning script exit code indicates success
