[iOS] CollectionView2 - empty view issues

Description

I've noticed two issues related to CollectionView2's empty view:

When the CollectionView is empty (with no footer, frame, or items), it incorrectly displays a horizontal scrollbar and allows users to scroll horizontally.

The empty view has the same issue described in this bug #28080, where if the empty view's content is larger than the CollectionView's available space, users cannot scroll to view its content properly.
