DatePicker Format Not Respected on macOS

Description

On macOS, the DatePicker control does not respect the Format property. Even when setting a custom format such as Format="dd/MM/yyyy" or Format="MM/dd/yyyy", the control continues to display the date using the system default format.

On other platforms such as Android, iOS, and Windows, the custom format is applied correctly and works as expected.

This issue has been verified in Visual Studio Code (1.99.3) with MAUI versions (9.0.60 , 9.0.50, 9.0.0, 8.0.100). It can be reproduced on MacCatalyst but does not reproduce on the Windows, Android and iOS platform.

In the DatePicker control, macOS uses a different handler that uses UIDatePicker as the native view. However, UIDatePicker does not provide a direct way to apply a custom date format, which is a native limitation.
