Description

As you scroll down, you would automatically jump back to the top of the list. The expected behavior for this is the Windows result where the items should automatically scroll back to the top as the default control scrolling position is KeepItemsInView.

Steps to Reproduce

1. Deploy https://devdiv.visualstudio.com/Pkgs/_git/VS.TestAssets.Xaml?path=/Assets/Projects/ManualMauiTests to Maccatalyst/iOS/Android.
2. Navigate to 'I CollectionView' ->'I9 Scrolling' -> 'Incremental loading on scroll'.
3. Scroll down and observe that you jump back to the top of the list.

Actual Behavior:
It should jump back to the top of the list as it loads the next items.

As you scroll down, you would automatically jump back to the top of the list.

Is this a regression from previous behavior?

Not a regression. This issue can be reproduced on 9.0.50, 9.0.30, 9.0.0 and 8.0.100.

Stating that Once this PR #27153 is merged, the issue will be resolved on Android and iOS/macOS for CV1.

However, the issue will still persist with CV2.
