[iOS, Mac, Windows] GraphicsView does not change the Background/BackgroundColor

Description

The Background and BackgroundColor properties are not functioning as expected on iOS, macOS, and Windows platforms when applied to a GraphicsView.

• On iOS and macOS, the properties last worked in version 9.0.40. After that version, they stopped working.
• Note : On Windows, the properties have not worked since version 9.0.0.

Steps to Reproduce

1. Run the attached sample GraphicsViewIssue.zip
2. Click the button.
3. Observe the color changes.

This issue has been verified in Visual Studio Code 1.103.1 with MAUI versions 9.0.0, 9.0.40, 9.0.50, and 9.0.100. It can be reproduced on iOS, MacCatalyst, and Windows platforms.
Note: This regression starts from 9.0.50 on iOS and MacCatalyst, and for Windows, it reproduces from 9.0.0.
