When logging, build errors occur when building project-system-tools repo #372

Bug has been reproed on latest released marketplace extension for project-system-tools and #368

Repro Steps:

Use a VS instance that has project-system-tools extension installed (Can be Exp hive)
In that VS instance, open the project-system-tools repo
Open the BuildLogging window (View ->Other Windows -> Build Logging)
Start logging (Play button on the BuildLogging window)
Build project-system-tools repo
One of the builds should fail (the project with the .vsixmanifest file), with the failed task being: DetokenizeVsixManifestFile
