Verify work items creation for release CVEs

During creation of the partners handoff wiki for Preview 2, we discovered that no work items for the fixed CVEs were created in the dotnet-security-partners AzDO organization, even though based on the information from the release team security fixes were planned for this release.

We should investigate if its worth verifying work item creation for the release CVEs before we handoff the servicing release to partners. This could be done manually as part of the release checklist or the notification pipeline could cross-reference the CVE list it gets from the Stage-DotNet release information with the available work items.
