Seeing the same thing in VS Pro 2022 17.9.6
Seeing a similar issue when using explicit declaration of a variable. The tooltip shows the correct color, but the text is just plain white

As noted in the previous comment, I can confirm this has now been fixed in Visual Studio 17.10
