Management UI enhancements

The Rio UI now has much improved service notification for system oriented events. This was done as part of the addition of the Event service, and a general improvement.

What needs to happen now is the following:

• Filtering of event types. This will allow an operator to view select types of events and status(es)
• Event highlighting. If a failure or a warning/sever log event is received, display that event with appropriate color highlighting, allowing visual queues to important notifications

Perhaps as part of this there should also be the ability to view & manage Provision Monitor instances
