This pages_controller will be where you add new actions for the controller and each will correspond to a page.

The rails controller generators will work out quite well, here is a small tutorial on that if you need.

In terms of UI don't worry about it looking too great, but maybe some nice ish bootstrap based page over a pure HTML page looking like this.
