Special considerations or limitations

Se ConfigurationSetting method - SetSecureConnectionLevel that this command should have an integer for backward compatibility, but probably could have a boolean ([Switch]) parameter since this probably will be used for newer versions only.

Propose that we instead make this two commands: Enable-SqlDscReportServerTls and Disable-SqlDscReportServerTls.
