Using the bash config produced by hstr --show-bash-configuration on a system without TIOCSTI support creates the hstrnotiocsti function.
When typing a command with arguments e.g. ls --version, then executing hstrtiocsti will pass the arguments to hstr:

$ ls --version
<press C-r>
hstr version "3.1.0" (2023-04-18T08:50:00)
