Rollapp exists on Hub
No active proposer

Test Steps

Register a sequencer on the Hub for the Rollapp
Start sequencing

Expected Results

Sequencer registered on hub (x/sequencer) and rollapp (x/sequencers)
Sequencer set as active proposer
Sequencer’s settlement address registered as default reward address
Rewards distributed to the sequencer
