Julia 1.11.0 Error Install PandaModels.jl #118

With the lates julia that released a week ago, PowerModels install will no longer working. See release https://github.com/JuliaLang/julia/releases/tag/v1.11.0.

Downgrading to v1.10.5, everything works again.

juliaup add 1.10.5
juliaup default 1.10.5

Related to Cbc and BinaryProvider.jl, related to #117
