Add "Measurement point" Feature #4

in the "old" smart-me cloud we should add the "measurement point" (Messpunkt) feature.

A measurement point is a (virtual) meter that sums up all consumptions of the assigend meters.

A measurement point only contains 15min values.

Example
mesurement point: Appartment 1
Assigned meters: "Meter Appartment 1 new", "Meter Appartment 1 old".

-> For every 15min the consumption (loadprofile) is calculated and added to the counter value.

Use cases:
Replacement of meters
