Create configurable "Clean Up" utility

Multiple logs are created for each day of processing. Some records get written to error folders. This will result in lots of "junk" records over time. It seems reasonable that a configurable "clean up" utility be created that could be turned on when an institution is ready for it, and with settings (e.g. keep 7 days of logs before archiving, keep 30 days of archived logs before deleting)that an institution can control.

Not a high priority, but adding it as an issue so as to not forget about it.

I've been doing it manually, but it would be nice to have a script to do this automatically.
