Describe the issue
When not using POE, V33 near ethernet must be a source rather than supply due to need to drive pullups on daughterboard

Board Information:

SOM Revision: Rev B
Personality Board Model/Revision: 5035 / Rev A2

Additional context
Remove Schottky diode on V33 pins next to ethernet
