teamtoy version 2079 中 plugin\board 插件或许有潜在的问题需要修复

现象：安装后/?c=plugin&a=board 页面空白

站上有人反馈过：

原因：\plugin\board\view\board.tpl.html 文件的第14行：

对于禁用了short open tag的用户来讲应该就会出问题

tt的安装需求就是需要打开 short open tag 的
