In the 125mbps-JPEGXS.pcap, the Frame Counter is incremented between the first and the second field (checked using the ST2110-22 dissector ).
However, according to the RFC 9134 :
Frame numbers are incremented by 1 for each video frame transmitted.
I contacted IntoPix and they confirmed that in the case of interlaced video, the Frame Counter must be incremented at each frame and not each field.
I do not know which emitter you used to create this pcap but it seems like it did not implement the RFC 9134 properly.
