If an agent passes a region state physically but left no data point in the region. What do we do?

In case the spatial-temporal data shows that it clearly passes a region, but it does not have any data points not sure what we have to do. We don't have such a case yet this may happen easily when we allow really smaller regions.

I am not sure if we SHOULD fix this bug but something to think about.
