A user should be able to quickly filter entries from the raw data by selecting a state and choosing TRUE or FALSE. A user may want to export raw data that has a specific state value (TRUE or FALSE).

Maybe we should allow users to create a state based on filtering because this is easier than creating a combination state if the want to specify the state values over multiple states (conditions), e.g., for now, a combination state can only have two states combined.
