rb-inotify requires Ruby version >= 2.2. #234

Similar to #177. Some recipes are using Ruby 2.1 and recent versions of rb-inotify requires Ruby version >=2.2. So they can't be built now.

Reproduction Steps:

Run build.sh in the mater branch in this repo.
