Under rhel curl can not be found by find_package() automatically and cpr configuration fails.
I have added a much more reliable version of FindCURL.

remove .txt extension (this was required to upload)
and copy FindCURL.cmake to tpls/cpr/cmake/
FindCURL.cmake.txt
