Collate and update batchTx defaults #512

Some chains need smaller than default batchTx param. Either make this dynamic based on the gas limit per block param (better), or at least collate these configs and make sure they're set in networks.json.

Currently:

  • 10 for Persistence
  • 5 for Regen (not accurate)
