Monitor our `preview-build.yml` builds

We need to set up monitoring on our preview-build.yml builds.

At a minimum we need alerts if builds fail on main integration branches

• main
• master
• "current` branch (depends on the repository).

Data is on obs-robots cluster. We might want to bring this data to our own cluster. Potentially use CCS across orgs?
