[Platform:Dashboards:MachineLearning] [LogRateAnalysis] Create dataview dialog is not announced correctly

Description
When user clicks on create dataview button on the initial page of Log rate analysis, the create dataview dialog gets announced as "You are in a modal dialog..." which doesn't give any context to the user about where they are.

Preconditions
Machine Learning -> AIOpslabs->Log rate analysis

Steps to reproduce

1. Navigate to Machine Learning ->AI ops labs -> Log rate analysis
2. Run voiceover
3. Click on create data view
4. Create dataview panel opens and Kibana announces it as "You are in a modal dialog....."

Kibana Version: 8.18.0

OS: OS X

Browser: Chrome latest
