A discussion with Elhub resulted in the following answer:

We have a solution for Third Parties (which we find your organisation to fit) it however works like this:
1a) You as a Third Party request access to metering points or 1b) The end-user gives access directly to a Third Party by adding the Third Party's GLN
2) The Third Party uses our message interface (you can look this up in elhub.no searching for EMIF) and subscribes to consumption data for the metering points one has access to
End-users may download their values per metering point they have access to, however this is exported as a csv-file.
So your request on not having any data on your servers, could not be met at this point in time.
You should know that there are two kinds of access the end-user may give you, where "limited" is only metering point ID, some geographical information (address), and the metering values. I believe this is the one you should get.
So to sum up: We have the metering points, the access management, and the metering values through the EMIF. We do not have the interface where you can subscribe directly bypassing the EMIF.
We will get this simplified interface, however not before 2021. You may read further on the Third Party process in our web pages: https://elhub.no/aktorer-og-markedsstruktur/aktorenes-roller/elhub-for-tredjepart/ . We have a colleague that may take you through the processes for becoming Third Party with access to the Norwegian market should you still find this interesting.
