Follow these steps on a logged-in other session (NOT the mobile session) to get a new recovery key.
Download the Element X application, sign in to account
Click on "Enter recovery key" under the error message that says "Your storage key is out of sync"

I can also reproduce from the settings menu.
Go to Settings -> Encryption
It only shows one option, "Enter recovery key", and "Your key storage is currently out of sync"

Outcome
What did you expect?
The application to accept the recovery key and to show Encryption options, and for the error message to go away.
What happened instead?
The application gives me a pop-up that says "Recovery key confirmed", however the error message remains. The Settings -> Encryption still only shows the option to enter Recovery key. The recovery key can be re-entered, each time it will say "Recovery key confirmed", however nothing changes and the application continues to say the storage key is out of sync.
I am sure that the recovery key is correct because I just followed these steps to get a new recovery key on my desktop device, and have copied it exactly.
NOTE On my desktop session where I followed those steps, it says "Secret storage: not ready" - I feel like this has something to do with the problem!
I also tried force quitting and restarting the application.
