imp: make poetry config reproducible

It might not be ideal but modify someones local poetry behaviour but for the sake of reproducibility using .envrc (#33) and setting poetry env varibles might be helpful. This will allow use to have control over poetry command that a dev might run on their local machine which can help us debug better. Also this setup will gel in with #31.
