Does ELK supports running on a simple HTML/JS/CSS server

I am looking for a web based client but i am also interested in not effectively sharing my details with the server.
In case of https://pinafore.social/ or its successor https://semaphore.social/ the entire operation is happening on client site or atleast thats what the claim is.
