Replace Create Workflow Definition UI with Driver-Based UI

Currently, there's a custom controller that provides the UI for creating a new workflow definition.
However, given that Workflow Definitions are Content Items with the WorkflowDefinitionPart attached, we should implement a Driver for that part. This allows us to reuse existing rendering mechanisms and content item creation UI.
